On September 11, a meeting of the HRZZ project “Digital Data, Infrastructure and Development” (DEVELOPER) was held in the Institute’s library. The meeting focused on key theoretical and developmental concepts. Preliminary results of conducted interviews and document analysis were presented, and the perspective of human rights in digital politics and the perspective of media and digital platforms were also discussed. Finally, basic economic indicators from international, European and national data sources were presented. Combined data from the original and secondary sources show the complexity and lack of a clear development and strategic direction of the European and national digital policy. Relationships between individuals, social groups, public authorities, European institutions and corporate actors are changing. Infrastructures are insufficiently considered as a shared resource through the lens of universal accessibility, non-discrimination and social welfare. Private and public investments are reshaping the boundaries and responsibilities of private and public actors in complex ways.
