IRMO Conducts Two Key Projects on Montenegro’s Cultural Policy Framework

The Department for Culture and Communication at the Institute for Development and International Relations (IRMO) is leading two complementary projects to enhance Montenegro’s cultural policy framework, focusing on the Law on Culture. Both initiatives involve in-depth analysis and collaboration with national experts from Montenegro, addressing crucial aspects of the country’s cultural legislation and its impact on the cultural sector.

The first project, “Analysis of Montenegro’s Cultural Policy Framework with a Focus on the Law on Culture,” examines the broader cultural policy context and legislative framework. This analysis includes the study of high-level cultural regulations, organization and governance structures, cultural financing and tax policies, sectoral regulations, laws on cultural heritage and copyright, as well as labor and social rights in the cultural domain. The project aims to assess and highlight the core characteristics and content of the Law on Culture by drawing on existing and ongoing research on Montenegro’s cultural resources and development trends. The findings will provide valuable insights into the state of Montenegro’s cultural policy framework, specifically emphasizing how the Law influences the cultural sector’s operation, governance, programming, financing, planning, and developmental opportunities.

The second project, “Qualitative Research on the Implementation of the Law on Culture,” focuses on analyzing and engaging with key cultural stakeholders in Montenegro. Its primary goal is to identify and elaborate on the main elements, effects, and impacts of the current application of the Law on Culture. The project also seeks to define key priorities and provide guidelines for updating the Law through forthcoming amendments, ensuring it reflects the evolving needs of Montenegro’s cultural sector.

Together, these projects offer a comprehensive review of Montenegro’s cultural legislation and policy framework, paving the way for informed updates and reforms. By addressing the cultural sector’s needs and challenges, IRMO’s work will contribute to fostering a more effective and sustainable cultural policy environment in Montenegro.
