The Department for Culture and Communication of the Institute for Development and International Relations (IRMO) is working on the “Cultural Development Program of Rijeka 2025–2032.” The project’s primary goal is to create a strategic program through a participatory process that aligns with the needs and expectations of all relevant stakeholders, ensuring effective implementation of cultural development guidelines over the eight-year period.
The program will focus on identifying future needs and development guidelines in key areas, including maintaining and enhancing the legacy of the “Rijeka – European Capital of Culture 2020” project, institutions established by the City of Rijeka, the protection and preservation of cultural assets, cultural and artistic activities, and cultural infrastructure. Special emphasis will be placed on sustainable approaches in culture, such as the sustainable use of public cultural resources, sustainable management of cultural heritage, fostering the sustainability of cultural and artistic production, improving working conditions for independent artists and cultural workers, and introducing incentive measures for the development of the civil sector and entrepreneurship in cultural and creative industries.
Additionally, the program will include the strategic positioning of Rijeka’s culture and arts in regional, national, and international contexts, focusing on developing international relations through cooperation, exchange, and networking with partners in the European Union, Europe, and globally. This project represents a significant step toward building a sustainable and inclusive cultural policy that will enrich Rijeka’s cultural identity and foster the further development of the city’s cultural potential.
