										<content:encoded><![CDATA[<p>Members of the DEVELOPER project, including Dr Jaka Primorac, Dr Emina Bužinkić and Dr Paško Bilić, participated on February 18th at the workshop of the <em>DigSolidar project – Solidarity practices in conditions of insecurity: platformization and digital work</em> led by Dr Dina Vozab from the Faculty of Political Science, University of Zagreb. The workshop presented related projects, namely the HRZZ project DEVELOPER, the Horizon project <em>Identities – Migration- Democracy (We-ID)</em> led by Dr Caroline Hornstein Tomić from the Ivo Pilar Institute, and the <em>Fairwork Croatia</em> project led by Dr Teo Matković and Katarina Jaklin from the Institute for Social Research in Zagreb. After the presentations, a discussion followed on the theoretical and methodological challenges of implementing the projects and on possible forms of cooperation.</p>

										<content:encoded><![CDATA[<p>Paško Bilić, Valentina Vučković, and Toni Prug, researchers on the Croatian Science Foundation project Digital Data, Infrastructures and Development (DEVELOPER) [HRZZ IP-2022-10-2780], have published a report entitled Digital Infrastructure of Socio-Economic Development: Data Centres and Policy Recommendations for the Development of Digital Sovereignty in the Republic of Croatia.</p>
<p>The report analyses the role of digital infrastructure in the socio-economic development of the European Union and the Republic of Croatia, in the context of digital sovereignty, the energy transition, and institutional capacities. It is based on the premise that digital infrastructure is a necessary but not sufficient condition for development, and that its effects depend on states&#8217; ability to translate infrastructure investments into broader social and economic benefits. At the EU level, the report highlights the intense concentration of data centres and cloud capacity among a small number of global providers, alongside ongoing efforts by the European Commission to promote decentralisation, energy efficiency, and strengthen European digital sovereignty through the Digital Decade policy framework. The empirical part of the report is based on a cluster analysis of EU Member States, which reveals significant differences in infrastructural coverage, institutional quality, and the level of digital “spillover” effects.</p>
<p>The results confirm that countries with developed institutions, advanced digital skills, and active industrial policies achieve higher social and economic returns from digital infrastructure. Croatia is among the countries with below-average spillovers, indicating limited capacity to translate infrastructure investments into development outcomes. In the national context, the report provides a detailed analysis of the legislative framework, the structure of public and private data centres, and the sector&#8217;s economic dynamics, characterised by revenue growth amid intense pressures from energy costs. For Croatia, an integrated development approach is crucial, one that links digital and energy policy, strengthens state capacities, fosters advanced digital skills, and ensures systematic monitoring of the social and economic impacts of digital infrastructure.</p>

The digitally</span><span class="NormalTextRun SCXW140639127 BCX4"> most</span><span class="NormalTextRun SCXW140639127 BCX4"> advanced (not necessarily the largest) EU economies, grouped in the leading cluster, </span><span class="NormalTextRun SCXW140639127 BCX4">demonstrate</span><span class="NormalTextRun SCXW140639127 BCX4"> that infrastructural maturity yields spillovers primarily through advanced utilisation and innovation. At the same time, lagging countries </span><span class="NormalTextRun SCXW140639127 BCX4">remain</span><span class="NormalTextRun SCXW140639127 BCX4"> constrained by weak institutional arrangements and low absorptive capacities. More broadly, the</span><span class="NormalTextRun SCXW140639127 BCX4">ir</span><span class="NormalTextRun SCXW140639127 BCX4"> findings </span><span class="NormalTextRun SCXW140639127 BCX4">indicate</span><span class="NormalTextRun SCXW140639127 BCX4"> that the EU’s digital sovereignty is unlikely to </span><span class="NormalTextRun SCXW140639127 BCX4">emerge</span><span class="NormalTextRun SCXW140639127 BCX4"> spontaneously through market mechanisms; rather, it depends on deliberate state action and coordinated governance structures that align infrastructural development with digital uptake. 										<content:encoded><![CDATA[<p>As part of the <strong>Transnational Solidarities</strong> series, a public discussion titled <strong>“Labor, Migration, and Digital Regimes through Workers’ Voices”</strong> was held on <strong>November 14</strong> at <strong>Club MaMa</strong>, focusing on labor, migration, and the transformation of work relations in the era of digital capitalism. The panel explored the intersections of labor and migration regimes and examined how digitalization and platformization generate new working conditions marked by complex forms of precarity, dependency, surveillance, and racialization of labor. The discussion was grounded in the experiences and analyses of workers themselves, focusing on the limits of the digital economy, migration policies, and the possibilities for trade union organizing under conditions of insecurity.</p>
<p>Speakers included <strong>Sweta Pudasaini</strong>, Nepali translator and cook with many years of experience navigating precarity across different labor regimes; <strong>Nader Wahech</strong>, platform worker and organizer of the <em>Re-WOLT</em> initiative, which brings together delivery workers in the struggle for labor rights and dignity at work; and <strong>Semih Adigüzel</strong>, student and platform worker who shared first-hand accounts of precarious and insecure working conditions in the digital economy.</p>
<p>The audience also learned about the project <strong>DEVELOPER – Digital Data, Infrastructures, and Development</strong>, implemented by the <strong>Institute for Development and International Relations (IRMO)</strong>, as well as <strong>Building the City Together</strong>, a project by the <strong>Multimedia Institute (MaMa)</strong> that connects migrant platform delivery workers and the local community through the innovative use of QR codes in public space. The <strong>Transnational Solidarities</strong> series is facilitated by <strong>Emina Bužinkić</strong> and <strong>Lucija Mulalić.</strong></p>

<p>A PUBLIC COMPETITION</p>
<p>for the associate position of assistant in the scientific field of social sciences, area of sociology in the Department of Culture and Communications, Centre for Sociology of Media and Digital Society – 1 position (m/f).</p>
<p>The employment contract is concluded for a fixed term of five years for work on the Croatian Science Foundation’s DEVELOPER project (IP‐2022‐10‐2780). With a person who has already been employed in the position of assistant, the employment can only be established for the remaining time of up to a maximum of 5 years.</p>
<p>Gendered terms used in this announcement are neutral and apply equally to both male and female applicants.</p>
<p>Requirements:</p>

<li>meeting the requirements prescribed by Article 39, paragraph 6 of the Higher Education and Scientific Activity Act (Official Gazette 119/22);</li>
<li>completed university graduate studies in the field of social sciences, area of sociology with a total of 300 ECTS credits;</li>
<li>additional criteria prescribed by the Ordinance on additional criteria for the selection of assistants, appointment of mentors and assessment of the work of associates and mentors Class: 007-02/23-01/06, Reg. <li>proof of English language proficiency (certificates, certificates, copy of indexes, published works in a foreign language, etc.);</li>
<li>transcript of grades for candidates who have not enrolled in doctoral study programme or proof of enrollment in a doctoral studies programme in the requested scientific area and field;</li>
<li>electronic record or confirmation with employment data recorded in the database of the Croatian Pension Insurance Institute;</li>
<li>an applicant who has already been employed as an assistant is obliged to submit copies of previous employment contracts for the position of assistant or a confirmation from the employer/employers stating the period in which the candidate performed the duties of an assistant.</li>

<p>The employer may conduct testing of applicants who meet the formal requirements of the competition. Applicants will be informed about the dates and method of any testing via the email address provided in their application.</p>
<p>Interest in qualitative-interpretive methods and critical paradigm in sociological and social theory will be especially evaluated at the structured interview.</p>
<p>Persons of both sexes may apply for the competition on an equal basis.</p>

				<div class="et_pb_text_inner">From 6 to 11 July 2025, the 5th Forum of the International Sociological Association (ISA), titled <em>Knowing Justice in the Anthropocene</em>, was held at Mohamed V University in Rabat, Morocco. IRMO researchers Dr Emina Bužinkić and Dr Paško Bilić presented their work at the event.</p>
<p>Emina Bužinkić presented two papers: “Storying Social Distancing with SWANA Refugee Youth” and “Anti-Muslim Racism at the European Periphery: Race in the Balkans”. The research and conference participation were supported by the ENDURE project of the Croatian Science Foundation (HRZZ).</p>
<p>Paško Bilić, in co-authorship with Iva Nenadić (European University Institute) and Antonija Petričušić (Faculty of Law, University of Zagreb), presented a paper titled “Unveiling the Digital Policy Pathways in the EU: A Compass without True North?”. The paper is based on research conducted within the framework of the DEVELOPER project funded by the Croatian Science Foundation (HRZZ).</div>

										<content:encoded><![CDATA[<p style="font-weight: 400;">Paško Bilić, principal investigator of the project <em>Digital Data, Infrastructures, and Development (DEVELOPER)</em>, has published an article titled <em>&#8220;Infrastructure as a Sociological Phenomenon: Ontological and Developmental Dimensions&#8221;</em> in the journal <em>Sociologija i prostor</em> (Scopus). The article addresses the concept of infrastructure, which, although intuitively understood, remains theoretically underdeveloped in sociology. The author emphasises that infrastructure is a fundamental precondition for social, political, and economic processes, whose significance is most often recognised only when disruptions occur. The aim of the article is to offer theoretical guidelines for a sociological analysis of infrastructure and to connect structure and agency. Particular emphasis is placed on the ontological significance of infrastructure and its political-economic dimension. The article provides a metatheoretical framework for understanding infrastructural practices and the powers that shape their availability and functionality. 				<div class="et_pb_text_inner"><span style="font-weight: 400;">Organised by the Centre for Sociology of Media and the Digital Society (CEMEDIG) at the Institute for Development and International Relations (IRMO), a public forum titled </span><i><span style="font-weight: 400;">“The European Union’s Digital Decade Policy: Regulation, Development, and Social Impact”</span></i><span style="font-weight: 400;"> was held on April 29, at the House of Europe. The event focused on analysing the comprehensive digital policies of the European Union and their impact on society, the economy, and public systems in Croatia.</span></p>
<p><span style="font-weight: 400;">The forum opened with the presentation of the first findings from the research project DEVELOPER – </span><i><span style="font-weight: 400;">Digital Data, Infrastructure, and Development</span></i><span style="font-weight: 400;"> (HRZZ IP-2022-10-2780), which aims to contribute to the understanding and advancement of the digital society in Croatia. The findings were presented by project leader Paško Bilić from IRMO, along with collaborators Valentina Vučković from the Faculty of Economics at the University of Zagreb and Toni Prug from the University of Rijeka.</span></p>
<p><span style="font-weight: 400;">At the centre of the programme was the panel discussion </span><i><span style="font-weight: 400;">“Key Dimensions of the Digital Decade in Croatia,”</span></i><span style="font-weight: 400;"> which brought together experts from public administration, academia, the private sector, and civil society. Panel participants included Boris Korbar (Ministry of Justice, Administration and Digital Transformation), Goran Đoreski (Croatian Data Centre Association), Martina Silov (CroAI), Žarko Čižmar (Telecentar / Algebra Media Lab), and Duje Prkut (Politiscope). The panel addressed four key areas of digital transformation according to the European framework: digital infrastructure, digital skills, business digitalization, and the digitalization of public services.</span></p>
<p><span style="font-weight: 400;">Participants raised questions about regulatory barriers in the private sector, the lack of institutional capacity in public administration and the education system, approaches to artificial intelligence, and the importance of protecting digital rights. Emphasis was placed on the need for inclusive, sustainable, and equitable development, while pointing to the lack of broader stakeholder participation in the implementation of existing digital policies and insufficient cross-sectoral coordination among the dimensions of the Digital Decade. The discussion was moderated by Emina Bužinkić from IRMO.</span></div>

										<content:encoded><![CDATA[<p style="font-weight: 400;">Though ubiquitous, the metaphor of data as the new oil of capitalism conceals the complex developmental logic underpinning contemporary digital economies. Digital transformation is increasingly framed as a developmental imperative, with states adopting industrial strategies aimed at economic revitalisation through digital infrastructures, data governance, and AI systems. Yet these efforts unfold within a global capitalist system marked by entrenched asymmetries in technological capacity, institutional power, and access to capital. What emerges is a digitally mediated form of dependency, where peripheral and semi-peripheral states are compelled to integrate into data-centric value chains largely controlled by monopolistic platforms headquartered in the core. The American tech giants dominate European markets through proprietary algorithms and immense R&amp;D investments, all while externalising costs and evading taxation. The ambition to replicate such developmental models often proves illusory, constrained by scale, financialisation, and legal regimes that favour transnational capital. The European Union has responded by attempting to develop a regulatory framework centred on data sovereignty, digital rights, and ethical AI, seeking to assert its normative power in the global digital economy. Yet, its internal market fragmentation and dependency on foreign technologies continue to hinder these efforts. Replicating a similar economy of scale at any national level focused on leveraging data for developmental purposes is inconceivable. Data is far from mere raw material; it must be created, cleaned, standardised, and prepared before being used to develop algorithms, AI systems, public services or commodities—an aspect frequently overlooked in mainstream AI representations. The rapid expansion of platform labour and gig work represents a key mechanism through which data is extracted from everyday economic and social interactions, often under precarious working  conditions. These forms of labour not only generate valuable data for algorithmic optimisation but also expose workers to new regimes of surveillance, fragmentation, and deregulation. The role of law and the nation-state (s) is essential for determining data as objects suitable for public or private sector usage. Nonetheless, policy initiatives readily allocate financial resources to deploy data as a new means of stimulating growth, often merely extending the influence of tech giants into public service provisions. The development of the public sector is often confined to rectifying market failures or preparing datasets for the advancement of commercial services. Indeed, data is the lifeblood of capitalism, flowing through labour, organisational, public, private, national, and geopolitical processes. The promise of data-driven development, however, remains deeply ambivalent—marked less by transformative potential than by the reproduction of systemic dependencies. This workshop interrogates these contradictions, asking what it means to pursue development in a world where data both enables and limits the autonomy of nations and citizens.</p>

										<content:encoded><![CDATA[<p>On September 20, 2025, a meeting of the HRZZ project &#8220;Digital Data, Infrastructures and Development&#8221; (DEVELOPER) was held in the library of the Institute. The participants discussed upcoming work activities in the second and third project years, particularly focusing on planned qualitative studies of Croatia&#8217;s public and private digital infrastructures. The participants specifically referred to the need to define clear research questions, target participants for the upcoming research, and potential organisations, infrastructures, and sectors that could participate. Different interpretative frameworks and methodological approaches were also discussed, which should provide the expected and relevant insights into the management and organisation of digital data processing infrastructures. The participants discussed the preparation of policy recommendations, the presentation of the project report and recommendations, and a workshop with international guest lecturers.</p>
